England were ranked 3rd in the world going into the tournament, so the organisers obviously thought they had a chance. England can feel a little unlucky, they lost 1 game and were eliminated. NZ and Samoa/Tonga (unless they draw) will also have lost 1 game and made the semis.
But at the end of the day, these others teams are better than England. Full stop.
