Possibly the big difference between how many we are letting in compared to Bradford & Barrow is the cost of hosting a game. With their grounds being mostly standing they can have less turnstiles open, and less matchday staff, as once inside you can freely wander around, where as for us to have a higher percentage we would need all four stands open, doubling the cost of the last home game.
If costs are the reason maybe the club/council should say so
