I think Toronto will be back in. But if not, I can't see how anyone would be preferred to Toulouse (assuming they would have exemption from relegation for a few years).

Also, Rule was CEO for 6 of the 7 seasons Betts was coach in SL (2012 the only exception, and of course 2011 was in Championship).

Interesting remit, replace a team that has dropped out of the league with another team that continues to drop in and out of the English league system.
